Course Objectives: 

The aim of this course is to provide information on public administration and organization as well to analyze public institutions and organizations, structures, functions and local governments in detail and also to examine the recent reforms in Turkish Public Administration.

Course Content: 

The examination of the Turkish administrative structure at the present time and in the historical development process constitutes the focus of the course. Topics to be covered are,

  • Major characteristics which dominate the organization and functioning of the Turkish public administration,
  • Analyze in details structures, functions and competences of the public institutions and organizations in our public administration system and local authorities,
  • Assess the developments related to the Turkish public administration reform.   

Within the scope of these reforms, duties and responsibilities of the state has redefined through a series of regulation especially following the crisis in 2001. In addition, organization, functioning and priorities of public policies are in the process of changing with the laws after 2002. These changes and transformations will be studied within the framework of new public management that is one of the paradigms in the public administration discipline. The course will emphasize on the current trends and discussions in the Turkish public administration.
