Course Objectives: 

To examine public administration systems of various countries, administrative practices reforms, and also their experiences.

Course Content: 

It is undeniable that decision-makers have their interest for successful public administration in every period of history. The governments reveal determination to learn experiences of other countries and take advantage of them when necessary. Thus, the requirement, importance and development of public administration are the subjects of this course. Policy transfer as a sub-title of public administration will be also examined within the scope. The course will focus on the analysis of public administration systems of some selected countries around the world with a comparative perspective. The case studies are drawn from political systems of Western Europe, North America, Latin America, Africa, Asia and the Middle East. These countries could be classified in two groups: the first group includes “developed countries” such as USA, France, Germany, Great Britain where public reform policies have developed and implemented at 21st century; the second group could be named as “moderately developed countries” that are Argentina, Spain, Russia, Poland.
